Parental controls

I set up privacy and restrictions for my daughters iPads. I ticked not allow to download apps.

I then turned this off so they could download an app, but when I turn the restrictions back on, the newly downloaded apps disappear?!

how do I turn on the restrictions without them loosing apps?
