iPhone 6S storage problem

My wife's iPhone 6S seems to have a storage issue. (she cannot update OS nor take anymore photos) According to the attached image of her storage report, apps, messages and photos only take up about 35% of her total phone capacity. Looks like "other" is taking up all the rest of the space. What could this "other" be?

If you need more space for an update - Apple Support

Or you may try a restore.
