Is there a way to have both my iPhone and Apple Watch alert audibly when I get a text message? The sound on my Apple Watch isn’t too loud and when I’m on-call I need to hear the alerts right away. Thanks in advance.

No. When the iPhone is locked, notifications go to the Watch. When the iPhone is unlocked, notifications go to the phone. That is how it is designed to work. Notifications on your Apple Watch - Apple Support
