I can't launch Apple Pay on my Apple Watch 4

I used to double tap/double click the crown to launch Apple Pay but it doesn't work any more. It brings back the last app I used instead. Could someone please help?

Is the double click for Apple Pay removed with introduction of Express Mode on Apple Watch? Since 1 October I can't double click the bottom button on Apple Watch to start Apple Pay. Express Mode works okay with London Underground, but not for other contactless payment devices. Is this expected?

You double press the side button for Apple Pay.
