When I double click the side button on my Apple Watch to bring up Apple Pay it just brings up last used apps - not the credit card. I have restarted, checked it is set up correctly - still not working
Have you tried varying your "double click" speed? I find that the Dock often displays if I don't double-click fast enough.

Using the Watch App on your iPhone, go to Accessibility>Side Button Click Speed>...and check the settings.
I suddenly have the same problem. Varying the click speed doesn’t make a difference. I really get concerned when behavior/settings change on their own.
Reset my Apple Watch so I'll try this if that doesn't work.
Resetting the watch solved my problem.
