I can’t download from the App Store?

Whenever I try to download an app, it tells me that I’m looking at the American store and cannot download apps here as a Canadian. When I try to switch my region in the App Store it tells me to spend my balance, which is 43 cents left over from a gift card. How do I get rid of this balance/change my region without getting rid of it? I need new apps for school!!
