How can I zero out my App Store balance to change the region?

How do I spend the rest of my money? All I have is 2 cents and my región on the App Store is stuck on something else.

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, ask the iTunes Store staff to zero it.
