Watch Auto Update not working

Watch and iPhone say automatic update available for two weeks. I’m following all the proper steps. I have turned off and rebooted both watch and phone- and update is not happening. What’s going on here?

Update will be done when connected to power and wi-fi overnight when you sleep.

Or do it manually:

Go to Settings  > General > Software Update > Automatic Updates, then turn off Automatic Updates.

At any time, you can check for and install software updates. Go to Settings > General > Software Update. The screen shows the currently installed version of iOS and whether an update is available.
