Sierra OS changes time by +30m incorrectly when going from "Time Zone" tab to "Date & Time" tab

I have this weird issue where I have time.apple.com set as my time server and the option is enabled to update automatically. The time is always incorrectly 30min ahead. However, if I go to the "Time Zone" tab, it immediately changes it to the correct time.. then go back to the "Date & Time" tab, after about 5m, it reverts it to 30m ahead again... Any ideas what the heck is going on, and what I can look at to try and fix? I want to use the time synchronization so the systems don't have time drift, but this is really weird.

Thank you for the response. This is is a VM, and I don't have access to the host. Any other way?
