Catalina Update - Menu bar and dock automatically hiding

My mac seems to automatically be hiding both the menu bar and dock and only appearing when I scroll towards them - my general settings for both are unchecked. Also, not happy with new applications now minimising the current one instead of appearing on top like usual. Any ideas?

Are you opening apps in Full Screen? That would hide both regardless of your settings. Also, apps still open on top as usual.
