Can you upload documents from any device, or just the primary device assigned to the iCloud account?
I create documents from a PC laptop and iPad Pro. Can I upload from any device?

iCloud is linked to your Apple ID, not to any specific device. You save documents to iCloud Drive from any device and they can be accessed from any device.
