Updating operating system on my ipad when it says my ipad is up to date.

My ipad says the operating system is up to date at IOS 12.4.4 and I would like it to be updated to IOS 13.2 to download a specific app. It says no updates are available on it, anyone know why?

Your model of iPad cannot support iPadOS as its hardware is underpowered.

It is just NOT RAM.

Apple has deemed the 1st gen iPad Air and iPad Mini 2 and 3 models NOT powerful enough to run iPadOS 13.

It doesn't have enough RAM to run iOS 13 or above.
