restore to older version of phone

i am trying o set up a iphone 6 from a 6s back up , the back up is ios 13.2.3 .....How can I restore to iphone 6 when it appears the ios is up to date at 12.4.4 ?

restore when iOs on phone is older than backup just got a new phone and it won't restore because it says the new phone has an older iOS

You can't restore a lower iOS version with a higher iOS version backup.
