When using my Apple Watch Series 3 (GPS Only) am I able to send and receive texts when my phone is not nearby? Or does it have to be connected through my phone in order for it to work?

Short answer, iMessage and other internet based messaging services are good via WiFi
SMS/MMS messaging needs the iPhone. This is even true for cellular models.

Needs to be used with the phone.
If your watch is connected to WiFi you can still receive texts. You can send texts by asking Siri.
your watch should connect to a WiFi that your iPhone has previously been connected to.
Just to clarify. I was referring to iMessage texts NOT SMS messages.
