Apple Watch Series 4 GPS + Cellular w/out iPhone nearby

If my iPhone is connected via cellular, WiFi, Bluetooth, etc but not nearby, can I send a text message to an android phone? (I cannot seem to do this when it is off. Only the ones via iMessage get through.) Thanks in advance for any help.

Watch share the phone connection with your iPhone, so the SMS plan from your iPhone must be ON.
