Keynote remote via Bluetooth

I’m wanting to use my iPad mini as a remote for my Keynote presentation in my iPad Pro. Neither device is data capable. I can do what I want as long as there is a wifi network available. However, I want to be able to do it without WiFi, using Bluetooth only. When I turn WiFi off on both devices, I can’t get them to recognize each other and, therefore, can’t pair them.
