Actually, iPad Pro models have had a form of battery optimisation/charge-management for some time - although it’s implementation may be somewhat different from the iPhone. Newer non-Pro models might now share some form of charge management.

If the iPad is connected to external power during use for extended periods, you will often see that the maximum charge level doesn’t reach 100% - instead “topping out” at something lower in the low to mid 90s. When returning to a more “normal” discharge/charge routine, the full 100% charging strategy is restored. When first encountering this feature, given that it is not formally documented in the User Guide, this behaviour (intended to extend the service life of the battery) is sometimes suspected to be a fault.

It is worth noting that there a no charge management settings exposed via the iPad Settings App.

iPad and iPhone have different design parameters for overall battery service-life.

Apple publicly state that the iPad is designed to retain at least 80% of its original battery capacity after 1000 complete charge/discharge cycles. By contrast, iPhone (with much lower capacity batteries) is designed to retain 80% of initial capacity after only 500 complete cycles.

Battery management strategies, reflecting the anticipated longer service life of the iPad, will differ between the two hardware platforms.
