is 'icloud photo' the same as 'icloud photo library'?

Or are people simply careless referring to iCloud Photo Library as if its a separate program?

See the following from Set up and use iCloud Photos - Apple Support

In earlier versions of iOS, macOS, tvOS, and iCloud for Windows, iCloud Photos was called iCloud Photo Library.


Note that the same article uses the word "library" to refer to the collection of stored photos as in the following example:

iCloud Photos automatically keeps every photo and video you take in iCloud, so you can access your library from any device, anytime you want
