If you use iCloud Photos, your photos should be in the Photos app on the device in which iCloud Photos is enabled. Did you look there? If you want to see is there are any photos in iCloud that are not on your device, you need to log into the Photos app in iCloud.com using a web browser. You are better off doing that on a computer, but it can be done on an iPad if you request a desktop site when you navigate to iCloud.com.
