Is there any way to make USB Bootable with Windows 10 for MacOS El Capitan Installation?

my MacBook pro's hard drive was formatted completely and just have Windows 10 .
it is also doesn't go to rococery mode in startup

Nope. Microsoft Windows won’t help you, here. The bootable installer needs to be built on another Mac, or installed using Recovery. And this Mac is too old for Internet Recovery. Contact Apple Support, or make an appointment with the local Apple Store, or borrow access to another Mac.
