The current Xcode in the Mac App Store (10.2.1) requires macOS Mojave 10.14.3 or later installed as a prerequisite. The latest Xcode that you can download for El Capitan (10.11.6) is version 8.2.1.

If you have a free or paid developer's account, you can download Xcode 8.2.1 from the Apple developer's download site.
