ECG on the Apple Watch

I have an Apple Watch Series 4 purchased in the US. I updated to Watch OS 5.2. It is paired to an iPhone 7 plus purchased in the United Arab Emirates. I tried to setup ECG from the health app on my iPhone but I got a prompt stating that ECG is not available in my region. I am trying this from the United Arab Emirates. I have my region on my iPhone and my Apple Watch set to the United States. I verified this on both devices. What could be the issue. I tried setting up ECG while connected to a WiFi network in the UAE. Any help would be appreciated.
