Mojave - Transparent Notifications - Cannot (can't) Click Away

I have seen this posts on numerous threads both in the Apple Communities and several other Q&A style thread-postings, but no one has found a definitive solution (outside of creating hacks). If I needed to fix it on my personal computers, I'm good with the hack, but when helping less-tech-savvy users who have the same issue, I can't risk these non-ideal solutions.


So, now my wife has the problem on her Macbook Air. I don't have a pic, but here is a link to one thread that Apple Community website conveniently locked down to avoid fixing the problem:

Anyone out there have a new solution - one that involves a permanent fix without drafting scripts and using the terminal?

Please determine if the same problems occur in "Safe Mode": Use safe mode to isolate issues with your Mac.
