My new Mac Air has a german keyboard. Why? It wasn't bought in Germany or Austria. It's interesting, and might be fun learning how to use it. But why?

You shouldn't need to learn how to use it. For myself personally, I would return it for a keyboard I was familiar with rather than struggling to learn how to use it. It might be "fun" for awhile but after the "fun" factor wears off, then what?
Do as BobTheFisherman suggests and return/exchange it if at all possible
If you want you can make it behave like an English keyboard by going to system settings / keyboard / text input / edit / all input sources and using the plus and minus buttons at the bottom to swap German for US. Degree and euro, etc, will still be available, just on different keys.
Where did you buy it?
Did you buy it from Apple or from a third party?
If you bought it from Apple, return it.
It was a Christmas gift. I think I'd best not look that gift horse in the mouth too closely. I think they must have thought it would be fun. It does have some nice options, such as the degree° symbol and the € sign. It's given me a very sore little finger because I think the return key is higher on the keyboard, so a longer stretch.
