iCloud photo data request delivered with no photos

I recently requested a copy of my iCloud data through this link. It took about a week to receive, but I eventually got an email that brought me to the official apple page to download the files. There were 37 individual zip files, each no bigger than 300kb. I unzipped them, and all I see in each zip is a "Photo Details-1.csv, Photo Details-2.csv, ect." There are no actual photos in the download. Would this be because I use apples advanced data protection? Should I submit another request?

The thing is they are in iCloud. I requested a data download so that I could download them all locally and not have them on the cloud. The problem is I received the metadata in the request but none of the photos.

Any photos in iCloud are at iCloud.com/photos. If you are not seeing any there, none exist in iCloud.

Go to Settings. Choose your Apple Account, iCloud(+), and more. Select iCloud. Select Photos. Select Download and Keep Originals.

Done.
