There are some possible causes here. One is somebody else installing apps using their login on your iPad. Another and more common cause of this is an iPad that was never reset and never had its ownership transferred.

If the iPad was never reset, you’ll want to wipe the iPad and install your own, otherwise the install and the apps will always be tied to the previous owner.

Failure to reset during a transfer also means files and photos and other data can all be merged.

If another user downloaded apps onto your device using their Apple Account, delete the app and reacquire it from your Apple Account. Or if you’re not using the app, delete it.

The apps are associated to the Apple Account that downloaded them. If you want to avoid using this older account, delete the apps and download them under your own Apple Account.
