There are some possible causes here. One is somebody else installing apps using their login on your iPad. Another and more common cause of this is an iPad that was never reset and never had its ownership transferred.
If the iPad was never reset, you’ll want to wipe the iPad and install your own, otherwise the install and the apps will always be tied to the previous owner.
Shady sellers can also offer devices locked to an account they don’t control; lost or stolen gear.

Failure to reset during a transfer also means files and photos and other data can all be merged.
