We share our iCloud with several family members. We would like to stop sharing with one member and for that person to setup and pay for their own iCloud account. We do not wish that person to lose the data that is currently stored in the shared iCloud and want to move their data to their own (new) account. How can we accomplish this?

Are you are the Family Sharing organizer? If yes, give the person a deadline by which to take out their own subscription to iCloud+. At that time remove them from the Family Sharing group. As long as they have a continuous subsctiption of some kind their storage will remain.*
