Move focus to 'set up mouse' button using keyboard on iMac

How do I use _only_ the keyboard to move the pointer (focus) to the button that says 'set up mouse'?

I connect a working mouse to my iMac (purchased 1st Q 2022), using a cable. The machine is on already, and it eventually comes up with the Bluetooth Mouse setup window. The machine knows the mouse is there, and says 100% charged.

Do I have to do a power cycle & reboot the machine from scratch?

Use the tab key to move the focus to the button. When a button has a blue border, press the Space bar to "click" it. If the button has a blue background, there is no need to move the focus; just press the return key to "click" it.
