I purchased UC for PUBG while I was in Kuwait, but due to network issues the UC was not delivered. However, a billing issue was created on my account. Please check and advise. I am now on vacation, meaning I’m currently in Nepal.
The people on this forum are users like yourself, not Apple. We cannot check anything with your account. If you think this is a problem at Apple's end you will have to see if you can get chat support, or you will have to wait until you return to Kuwait so you can phone Apple. If it is a problem receiving product, you may need to contact the PUBG developers.

If you cannot resolve the problem here's how to request an app or media refund from Apple (From: Request a refund for apps or content that you bought from Apple - Apple Support - see the article for more detail.)
1. Sign in to https://reportaproblem.apple.com
2. Tap or click "I'd like to," then choose "Request a refund."
3. Choose the reason why you want a refund, then choose Next.
4. Choose the app, subscription, or other item, then choose Submit.

Select from the presented options until you find a solution for your issue, or see if there is a chat or phone call contact method offered lower on the page under “Get more help” (you sometimes have to narrow down the options multiple times before this is shown). If you do not see your issue, keep experimenting with any series of selections until you reach one that offers a chat session or a telephone call and get the representative to redirect you.
