How do I completely disable the In Private Browsing option? On previous iPhone models, it was automatically disabled when selecting to limit adult websites. Now, even when that is enabled, In Private Browsing is still available on Safari.
if it cannot be disabled, this is a major deal breaker for a phone for teens.
This won’t work unless a Screen Time passcode is set. First, add a Screen Time passcode, then turn on “Limit Adult Websites” under Content Restrictions — only after that will Safari’s Private Browsing be disabled.

Private Browsing only hides your activity on your own device.
It stops your iPhone, iPad, Mac, PC, or browser from saving history, cookies, and website data.
But it does NOT hide your activity from:
They still see the websites you access.
Private mode is private only on the device, not on the internet.
