Help on clearing remaining funds

Need help clearing funds

hi I need help, I’ve looked up tutorials everywhere and they seem outdated because the website (apple support) seems to have changed and every time I try to find a way to try and clear my funds I keep going back into a circle. Not even the app works to personally contact support. I want my 11 cents gone from my account so I can change regions. Please and thanks.
