Changing region but keeping your iCloud data
I have an iCloud storage account. I want to change region. How can you do this as it requires you to let the subscription expire with all your data hence not sure how it can be recovered after it’s gone.

It cannot.
You will need to download and backup any data on iCloud you don't wish to lose before the subscription expires. Once it expires anything that exceeds the free 5GB option may be removed before you re-subscribe.
You can re-upload it once the country change is complete, and you re-subscribe to iCloud.
