Second macOS user account can't add credit card to Apple Pay.

I have a Mac mini M4 with two standard user accounts. Mine and my wife's. I have my credit card added to Apple Pay. When my wife tried using Apple Pay (signed into her account), it asked for her iPhone to complete the purchase. Her iPhone was by the keyboard but the Mac mini said the iPhone couldn't be found.

Went to Settings > Wallet & Apple Pay on the Mac mini. Her credit card was not added for Apple Pay. Tried to add it. Got an error message that said Apple Pay was already set up for another user (me). I had no idea Apple Pay wouldn't let two users in macOS have their own cards in Apple Pay.

I was reading the topic Use Wallet & Apple Pay on Mac in the macOS Tips and found this:

Only one user at a time on your Mac can use Apple Pay.

If an administrator with a different user account wants to use Apple Pay, they can reset Apple Pay in Wallet & Apple Pay settings. Choose Apple menu  > System Settings, click Wallet & Apple Pay in the sidebar, then click Add Card. (You may need to scroll down.) See Change Wallet & Apple Pay settings.

Other users can also use Apple Pay on their iPhone or Apple Watch, if they have a card associated with that device.

So this issue is occurring by design.
