Switching apps from mission control does not set the app in the front

Since upgrading to Tahoe 26.1 I've had an issue with setting the frontmost application. If I switch apps from mission control, the selected app is brought to the front for a second and then the previous frontmost app is brought back to the front. This happens consistently, it is not specific to certain applications. Trying to select the app I want from the dock does nothing, it behaves as if it is already active. I have to shrink the app that is stuck in the front and click the one I want from behind it for it to be brought forward. Hopefully this makes sense; it's really frustrating. Is this a known issue?
