Interesting results: I tried to add my passport to Apple Wallet last week, and it's been in the process of "verifying" for days now. In the meantime, I've been trying to add my Illinois driver's license. My phone (iPhone 17 Pro), and the Apple Wallet would not show Illinois as an option. I tried all the suggestions listed in this thread, up to the point of factory reset, which isn't worth the trouble. This morning, on a whim, I canceled the ongoing verification process for adding my passport, and.... voila! Illinois now shows up in Apple Wallet as a driver's license option.

So make sure you don't have an ongoing digital ID verification process running before adding your Illinois driver's license to your Apple Wallet.

FYI - I stopped the passport verification process by using the "Don't add to Wallet" option.

FWIW I added both my Passport and my Illinois Drivers License to my Wallet without any issues today. I tried adding my Illinois license yesterday but it kept saying the servers were busy, try again later. This morning everything went through easy-peazy.

According this support document an iPhone 11 or later running “the latest” version of iOS, which would be 26.1

Next step would be to reset all settings.

If that didn’t do it, then a factory reset would be next. That involves backing up your iPhone erasing it, and resetting to factory settings and then restoring from your backup. Some might consider it a lot of work for a digital ID. M

Those operations are sandboxed. The Illinois Digital ID process can’t install properly without access to resources that are being used by another process. One process at a time for security reasons.

Shouldn’t take longer than maybe 10 minutes, more likely 5. The information is shared, for verification purposes, with the US State Department. If it can verify, cancel verification and wait a few days.
