This is my first mac and I'm not sure if it's supposed to look like this but my lock screen clock has a shadow/weird tint? Is this a hardware or software issue?

Liquid Glass is a "look" reverse-ported from the 3-D world of the Apple Vision Pro.
Those numerals are intended to look like they are made of lightly-frosted translucent glass, and are floating above the background, but are not completely occluding the background.
And just as Allan Jones says, " Some people love it; others hate it."
Wha Mac model? What OS version is it running? Both are in "About this Mac...' under your Apple menu (left end of menubar).
The shadow/tint issue appears to be your seeing Apple's "Liquid Glass" design introduced with macOS 26 "Tahoe. Some people love it; other hate it.
You can reduce its impact by doing "System Settings > Accessibility > Display" and turning on "reduce transparency.
