I have a 2017 27" iMac 3.5 GHz Quad-Core Intel Core i5. I have Ventura 13.7.8 and it says I'm up to date. Is my iMac now at a point that it won't receive later OS versions? If so, is there someway to update my iMac operating system without purchasing a new one?

You're at the end of the line for system upgrades. However, there's no reason you can't still use your 2017 iMac for several more years as long as you adhere to smart computing practices as described in these user tips: Effective defenses against malware and other threats - Apple Community and Recognize and avoid phishing messages, phony support calls, and other scams - Apple Support.
Be smart about using the internet and you'll be good for a couple more years. In the meantime you can start saving up of a new Mac.

Your Mac has been at the stage where it couldn't update for several years.
Ventura is no longer supported and your Mac is considered "vintage", meaning it is only repairable if parts happen to be in stock.
There is not way to get a supported OS on it. It's had a good life. it's time to let it go.
You could install a third-party Web browser.
The current version of Firefox will run even on Catalina. Most other third-party browsers (Brave, Chrome, Opera, Microsoft Edge for Mac) will run on Monterey. So although Ventura no longer receives the latest builds of Safari, there are options if you want to update your Web browser.
