How to shrink what is shown on an external display?

Using a Mac Pro 16" 2019 model with Samsung LC24F 39FHN external display connected with HDMI.

By going to very small resolution the Menu Bar begins to show. This was not a problem for months, then showed up a month or two ago. Updated to Sequoia with no improvement. It's frustrating to use an app on the external display without the menu bar.

Original Title: How can you shrink what the external display shows? At default resolution, and others except in small resolutions, the menu bar is entirely, or almost entirely off the top.

What you are experiencing is called underscan (or overscan). With your Samsung connected to your MBPro, open System Settings > Display, select your TV and adjust the display size with the Underscan setting.

For more information, see Fix overscan or underscan on your TV or projector Note that it's possible you may also need to adjust a similar setting in your TV.
