Mail rules not consistently deleting DMARC reports in macOS Tahoe

Since updating to macOS Tahoe, Mail rules have stopped applying directly. Once of the emails I use in Mail has DMARC reports sent to it. I have rules setup to delete these messages. Sometimes it works, but after using mail for maybe an hour or two, all the messages reappear in my inbox. Please advise.
