Linking iPhone to Apple Business Manager via Configurator on an iPad

Hey community team,

I'm trying to add a couple of iPhones to an Apple Business Manager account using Apple configurator on an iPad.

Both of the phones I've tried with are wiped and sitting at the "choose a wifi network" screen.

The iPad is configured with one apple account but configurator is signed in with another. I've selected the option to share wifi network and have specified the MDM server that I want the devices connected to.

I hold the iPhone in view of the camera and hold for 30+ seconds but nothing happens. configurator on the ipad does have access to Bluetooth although I'm unclear if that's required or not.

Does anyone have any ideas for debugging steps?

Worth mentioning that when I moved the iPhone close to the iPad it did ask me if I wanted to set the phone up using the primarly apple account on the iPad. I said no to this as I think this was just the default "do you want to setup a device" message and not something from configurator and it was prompting for the wrong account.
