When or will Apple Intelligence be available for Chinese made phone region?.

i hope this message find u well. My phone is Chinese mandarin region made, I live outside of China but I can’t use Apple Intelligence cause region restriction so i was wondering if it will be available for me as outside of china ?? (iraq especially) .i” I already changed the region of Siri and apple ID to U.S. still can’t find it. I have an iPad 11 support the Apple Intelligence update and love to see it on my iPhone also.
