How can I skip the Apple Intelligence setup on my iPhone?

Trying to set up my iphone 17pro backed up from an iphone 11 on i think ios16, i finished the steps but when trying to setup apple intelligence i keep getting:

No Internet connection

Setting up and enabling Apple Intelligence is not available when your device is offline. Connect to the Internet and try again.

even though I’m connected to Wi-Fi.

i can’t set my phone up bc of this there’s no option to skip, I’ve restarted it multiple times.

My guess is you had a VPN on the phone you moved data from to your new phone? If my guess is correct, the VPN is causing connectivity issues and VPNs are simply not needed on iPhone and don't provide the security you think they do. If you had a VPN on the old phone, DUMP the VPN on the new phone by opening Settings > General > VPN & Device Management and delete the VPN Profile. Delete any app associated with the VPN, then restart your iPhone. See if you can sign into Apple Intelligence once the VPN is gone.

But you are connected to Wifi, correct? For example, you see the Wifi Symbol on your iPhone screen and you can open Safari and type in a website and it will open?

I do not have a vpn on my old phone or any of my devices. I’ve tried resetting this phone as well it didn’t help
