Airpods Notification Volume is Ear Splitting even after turning down the volume in every area possible!

My airpods pro 2 are so loud when it comes to notifications! Even if I have the headphones turned down so low I can barely hear anything else! I have adjusted the notifications sounds down to almost nothing and I have made adjustments in the accessibility areas to turn the sounds down also.

What else am I missing? Whenever a notification goes off I feel like my ears will explode! There has to be a way to make the volume of these notifications sounds be at least the same as the headphones volume or lower.
