On your Mac, System Settings > Apple Account (your name at the top of the sidebar) > iCloud > See All (button on the right) and make sure Safari is turned on.
Same thing in Settings on your iPad.
Note that this does not apply to bookmarks in 3rd party browsers, though those can be synced for some of those through other services, e.g. Google).
