Sorry I haven't heard of any way to reset an entire Apple Account.
Eg: If you have an active subscription (iCloud, etc.) seems the payment method needs to be active too,:
ie: you would need to add a new payment method before you can remove the old one.
Else you may be able to choose "None" as your payment method:

- Open the Settings app.
- Tap your name.
- Tap Payment & Shipping.
