Safari Bookmarks don't sync to iPhone 11 Pro

I have my main Safari bookmarks on my MacMini 2018. They snyc through to my iPad Air 13 (2024). However they do not sync through to my iPhone 11 Pro. On the iPhone the bookmarks are empty. The iPad and iPhone are running iOS 26.0.1

I am logged in with the same Apple ID on all three devices.

I have activated iCloud Sync for Safari on all three devices.

I have tried the usual suggestion of turning iCloud off and on for Safari on the iPhone.

Am I missing something here?
