Tabs not draggable and windows not switching after macOS Tahoe update

I cant no longer drag windows (of any app) around they stay as opened and all I can do is change their size

also the windows do not switch when clicked, for example if I have my settings opened but my finder opened behind it doesnt matter if I click on finder, the settings tab remains up front

sometimes the settings even glitch when switching between options in them!!! This never happened before the update

Original Title: can't drag tabs by clicking them on the top corners and clicking a window does not automatically send back the one that I was using, it needs to be minimized instead
