How do I retrieve locked Apple Account with 28 character recovery passcode?

I had my iPhone stolen and the thief, being generous changed my passcode (saw it when I typed it in) so I couldn't track it. I still have the recovery contact and Gmail and thought I was saved, until I realized I had turned on the 28 character recovery (PS. It is missing and I had typed the correct/wrong passcode many times the account had locked). Contacting apple was to no avail.

Can anyone help me retrieve my account (sa******7@gmail.com) because I have some important documents on there.

Without the key, there’s no way to regain access to the account. Apple is very clear about this when you turn it on.

You need the key, Apple cannot access the account for you either. If you have another trusted device like an IPad or Mac, you can generate a new key from there.

If you don't know your account password and have lost or otherwise don't have a trusted device, you need your recovery key to regain access to your Apple Account. If you can't provide your recovery key, you’ll be locked out of your account permanently.
