Family sharing and cannot download an app

I have 3 children on family sharing. All are were set up the same and required approval before any purchases, but for some reason my daughter is now unable to download any apps. When she selects an app at pushes “get” it says “purchase failed”. I feel like I tried it all, I updated her to latest IOS, signed out and back into Apple ID, signed out of App Store and back in, vetoed the payment methods, reviewed restrictions and even temporarily removed all of them.
