As described. I see evidence that some people do this, but I can’t figure out how! I have an around 70K word document, and editing would be easier if the paragraphs were numbered.

Pages is not a Word clone. Unlike MS Word, LIbreOffice, and other true MS Word clones, there is no provision in any version of Pages to add paragraph or even line numbers. If you import a Word document that has this numbering scheme, Pages will remove that functionality since it is not supported.
What one can do is select the individual paragraphs in sequential top-down order and chose Bullets & Lists > Numbers for each selected paragraph block to produce faux paragraph numbers with ascending List numbers. Like this:
